Patna: Governor-cum-chancellor Arif Mohammed Khan on Wednesday appointed Binod Kumar Manglam of College of Commerce, Arts and Science-Patna under Patliputra University as the new registrar of Magadh University. The existing registrar Bipin Kumar was relieved from the post with immediate effect.According to a notification issued by the governor’s secretariat, the appointment of new registrar has been made by the governor in exercise of the powers vested under him under Section 15 of the Bihar State Universities Act, 1976 (as amended up-to-date) and in the light of statutes of the terms and conditions of service of the registrar of universities of Bihar promulgated on May 27, 2025.Earlier, the vice-chancellor of Magadh University had submitted a panel of three names, including that of Manglam, to the chancellor for the post of registrar. The new registrar will be co-terminus with the recommending vice-chancellor, with a maximum tenure of up to three years or up to the retirement age of 65 years, whichever is earlier. Provided, if the post of recommending vice-chancellor becomes vacant, the registrar will continue till the appointment of a new registrar by the chancellor on the recommendation of the successor vice-chancellor, the notification says.Meanwhile, through another notification, the chancellor’s secretariat has directed the vice-chancellor of Maulana Mazharul Haq Arabic and Persian University, Mohammad Alamgir, not to take any policy decision, including recruitment or transfer, which involves financial responsibilities, till the time of completion of his three-year term in office on October 15.
